The house was built by the Germans in 1935-1936 for representational purposes. The house is situated at Pile Lake. The German Army – the Wehrmacht – trained its officers and sub-officers in the building. The Germans also had an officer messdeck. In 1945-1992, i.e. at the time when the Russians controlled the town, the building was called a ‘Garrison Officer House’. At the time, it had a library, cinema, theatre, disco, local television transmitting TV programmes from Moscow, and a concert hall.
