The court complex was built in stages toward the end of the 19th century. From the very beginning, the buildings served as correctional facilities. The courthouse was designed on a rectangular plan as a two-story building with a deep basement. The building’s symmetrical and monotonous facade is adorned with window frames and battlements. Other historic buildings in the complex include the detention center, garages, and guardhouse, all built during the same period. The site is accessible from the outside.
